Perception

There is a strong risk that the perception of the general public, many in the training and teaching professions, and stakeholders in general is that the use of computer based tests may be no more than ‘dumbing-down’ assessments. The old view of multiple-choice questions being a form of computer based guessing still lingers. The way to address these concern is through the classic change-management tools of communication, involvement and careful management of progress and development.

Accessibility and Inclusion

One of the big challenges facing the providers and users of these systems is to ensure that they allow for full accessibility, both in terms of the physical, logistical access to the ‘test centre’ and equipment and to ensure that the software does not inherently exclude those with learning disabilities etc.

Information Age Government

In the UK, the government is fully commitment to the concept of Information Age Government. Housed within the cabinet is the office of the e-envoy, with a senior civil servant responsible in every department including the DfES. The Government Gateway (the infrastructure) and the Citizens Portal (the web based access to information) are two significant initiatives which will increasingly involve education and training providers.

Working with change

Introducing computer based assessment and testing inevitably involves change, significant change at that. That change needs to be managed in order to avoid alienation, avoidance, mistrust and all the other negatives that so often accompany any change. There are techniques and methods that can be used to smooth the process.

Health and Safety

By definition CBT&A involves using IT equipment, and IT equipment has health and safety aspects that can not be ignored, from logistical concern about cables and electric equipment to use of peripherals and screens.
